To issue your challan, the traffic police must have a challan book or an e-challan machine. If they do not have any of these, your challan cannot be deducted. The traffic police chief can only fine you Rs 100. Higher fines can only be imposed by the traffic officer i.e. ASI or SI. This means they can issue bills above Rs 100.
